On MSNBC, Jen Psaki talked about why the Biden White House is playing it out in a book of classified documents they handed over to the National Archives.

Psaki said in Deadline: White House with Nicolle Wallace:
I think what they are doing strategically is this is what someone told me today. So it is in the DOJ’s hands to provide additional details. We know that the Department of Justice will not do such a thing if the review is ongoing.
It has the convenience of having no details to share and the inconvenience of not being able to articulate details. They are strategically and deliberately trying to do all aspects of the book.

The strategy is knowing that the White House will get a little short-term hit in the news cycle. But by doing things the right waythey gain trust and the story fades away.
Nothing stifles a media story more than boring facts that don’t foster scandal.
One of the many ways Trump has failed as president is that he thought he had to win every second of the media cycle. By compulsively and incessantly lying, he fed and created scandals that would not go away for days, weeks, or months at a time.
Biden’s White House knows that the conclusion that he has done nothing wrong is more credible if the law is followed. Politically, it also makes a big difference with Trump and reminds voters why they chose Biden in the first place.
Dealing with today’s negative press in exchange for future victories is a smart strategy.
